HOME RULE BILL.
(PEB PRESS ASSOCIATION.) LONDON, June 28. Mr Gladstone has submitted to the Commons new financial proposals with egard to Home Bale. The proposal* etain the existing financial arrangement! between Great Britain and Ireland for six years, when they are to be revised. The Irish Parliament is unable to interfere '^ with the existing taxation, though able to impose fresh taxation. Ireland is to amtribute for Imperial purposes one-third of her ascertained revenue, and also any new war tax which may be imposed. Clauiea lli 13, and 21 have been dropped, whilotbera are remodelled.
