WELLINGTON, June 28. TRIBUTE TO MR BALLANCEi
After the delivery of tbe Governor's speech,
Mr Seddon rose and made reference to the death of tbe late Premier, Mr Ballance. He had been a good, true, and faithful Bervant to tbe people of tbe colony, and both the House and tbe colony would miss his wise counsel acd the ability that had alweyu distinguished bis labors as a public man. He was ever generous to bis opponents, and kind to bis friends, and a counsellor to those be led. In conclusion, Mr Saddon paid a bigb tribute to Mrs Ballance for her love and devotion, and moved a resolution of sympathy. ! Mr Rolleston, in .seconding the resolution, epoke feelingly of L Mr Ballance's death, which he said was deplored by the whole oolony. Death had been very active among our public men during the term of the present Parliament and be also recalled with sorrow the lo^s of such men as Pitzberbert, Whitaker, Atkinson, Fulton, Macai thur, and others. The resolution was put and carried unanimously. A similar vote was carried in the Legislative Connoil. t THE NEW MINISTRY. Mr Seddon announced tbe changes that had taken place in tbe Ministry consequent on the death of Mr Ballance. Mr Rolleston congratulated Mr Seddon on attaining to the office of Premier. Mr Seddon said .be hoped tbe utmost good feeling would ever be maintained. COLONEL FOX'S RERORT.' Colonel Fox'^. report on the volunteer forces is promised for Tuesday. THE OADMAN-REES LIBEL ACTION In the event of the libel action resulting in plain tiff's favor steps will be taken (our special wires) to compel Mr Rees to resign the Chairmanship of Committees. Should Mr Cadman lose the day he will resign from the Ministry. STATE AUDIT OP BANKS.

Geo. Fisher is entering on the licensing crusade with ell the zeal of a recent convert. Already be has given notice ol bills prohibiting the^wrie of intoxicating liquors to children, and making it penal for brewers to own licensed houses.
