HOME RULE.

LONDON, June 18.
An amendment to the 4th clause of the Home Rule Bill, to prevent the subsidising and encouragement of the use of the Irish language in the Courts and schools, was negatived amid much ridicule. It was stated that 700,000 of the Irish people spoke the Erse tongue. Mr G. W. Balfour moved an amendment preventing legislation on matters affecting life and property unless in accorance with Imperial precedent. The Government accepted the proposal. Mr Sextou demanded that ita terms should be made less absolute, but waa out-voted by a majoiity of 180.
Thereupon Mr Sexton said these fatuous attempts to conciliate men who only wanted to wreck the Bill were alienating the Irish members. Further whittling would simply destroy the scheme.
Replying to a question in the House of Commons, Mr H. Campbell-Bannerman, Secretary for War, said it was a laot that military bands had been prohibited from playing " Rouse ye, Ulster." Tory members argued that a similar order should be given in regard to •■ The Wear* ing of tbe Green." The Miniuter replied that he would consider the suggestion.
The Conservative press is jubilant at the turn affairs have taken over the Home Rule Bill.
It is reported that Mr Sexton believes the measure to be doomed.
