Tbe sentences in connection with tbe Panama Canal frauds have created a sensation in France. The oonrt held that fraud had been proved by the mendacity associated with loan issues, and declared that the directors bad constantly concealed the truth. The operations of underwrite ing syndicates weie pronounced to be fictitious. Eiffel was acquitted of fraud, bat convicted of a breach of trust, inasmuch as he received 120,000,000 francs for works which it had been proved be never completed. Eiffel has yet to appear before the Court of Cessation. Rouvier was aoquitted because the court oould not detect any connection between the cheque for 50,000 francs received from Halasto, Eeinach's agent, and his (Rouvier's) vote on the Lottery Bill. M. de Blowitz says tbe sentences passed on Ferdinand de Lesseps and Fontaine are a piece of cruelty, as it was never sbown that they were actuated by personal motives, and that tbe judges in inflicting severe punishment were simply playing to the gallery. Ferdinand Lesseps wilt probably be pardoned.
