Mr. Labourchere's amendment' to the Address'in-Beply expressing a hope that Sir Gerald Portal wonld not be invested with inoreased Imperial responsibility in Uganda was withdrawn. The Blue Book shows that Portal was authorised by the British Government to pay the subsidy to King Mwanga. • WASHINGTON, February 7.
