NEWCASTLE, January 17.

Seel, flint mate of the barque Annie Stafford, had an altercation with a negro eailor who was working aloft and running up the rigging, collared the man. It is alleged the negro drew a knife to defend himself, and Seel, seeing this, struck him a terrible blow with a staysail block, hurling him to the dock. The negro died shortly afterwards. Seel, who has been arrested, is believed to be the man who waß recently acquitted at Wellington, N.Z., on a charge of inciting Finlay in connection with the Waterloo Quay affray, in which the sailor Greenrose met his death. The coroner's jury brought in a verdiot of manslaughter against Seel.
