LONDON, November 28.

Commenting on the falling off in the railway revenue in New South Wales, the Economist says the reduced profit is a penalty for the rash extension of the lines.

The damage caused by the fire at the London and East India Docks is estimated at £30,000. Two thousand baleß of Aus. tralian wool, which were stored in the warehouse in which the outbreak occurred, were damaged by water.

Lord Brassey has contributed an article to one of the reviews on the subject of the Imperial Federation League, which be says was founded to avert the dismembership of the Empire. The establishment of a Zollvfirein, he thinks, is impossible owing to trade conflicts. In matters of defence, however, the interests are identical, and he is of opinion that in this faot lies a bond of union.

Lord Carrington will not attend the Agricultural Conference, as he objects to the protection proposals.

BERLIN, November 28.

The Kaiser congratulated Count yon Caprivi upon hia speech in introducing the Army Bill. The Berlin press does not approve the Bill, but is delighted that Prince yon Bismarck is proved to be wrong.

The Eeiohßtag is discussing tbe advisability ot prohibiting tbe emigration between the ages of 17 and 25, of persons liable to military service.

The German press urges that the cost of the proposed increase in the Army should be modified, and predicts a disruption in the Cabinet.
