PARLIAMENTARY NOTES.
(SPECIAL TO STAB.) WELLINGTON, July 8. That a majority of the Housa was dearly averse to granting compensation to hotel' keepers or to amend the Licensing Act in any form-was made clear by the discussion on Lawry'e bill, which practically sought merely to affirm the principle of compensation by allowing hotelkeepers to create an assurance land of their own, with slight assistance from local bodies receiving license lees. The debate lasted all night, and till 1.80 this morning, when the second leading was negatived on tbe voioes. An amendment by Mr. Dathie amending the the bill dealing with the general questions of licensing law was negatived. The Premier declared himself Btrongly in favor of the' principle of compensation, while Mr. Seddon and Mr. MoKenzie were bitterly opposed to it. The Public Petitions Committee will rereport this afternoon in referring to petitions re Otago Central Bailway to the Government for consideration, the question being one of polioy. The committee meiely present this formal report, leaving the matter to be threshed out on the floor of tbe House. - Oh the petition against female franchise the Committee make no recommendation. The Joint Committee on billß decided that the Ohenemuati Invalidation Bill (Fraser's) is a private fail/, and, on the casting vote of the chairman, Capt. Baillie. It was deoided that the native measures introduced by Mr. Cadman with the object of rectifying defects in the caseofin.teresis of natives are public matterß. This is likely to lead to an aorimonoas discussion this afternoon.
