In the House ot Commons to-day, Mr. Smith, replying to a question regarding the State- aicled colonisation scheme, said that the Government were unable to guarantee advances to settlers, and he doubted whether the colonial governments would approve any arrangement which would be practicable. The Imperial Government, however, would invite colonial governments to communicate with it, since it was UDable to propose to Parliament a scheme for a guarantee.
