LONDON, March 11.

In the House of Commons last night, during the discussion ol the Estimates, the Radical party opposed the proposed grant to Captain Brennan for his torpedo patent. Mr. Stanhope, Secretary of State for War, extolled the Brennan torpedo, and its excellence for land defence. The vote was ultimately adopted.

March 13.

Addressing a meeting at Birmingham last night, Mr. Chamberlain declared that the points of discord between the Unionist Liberals and the followers of Mr. Gladstone were so few and of such secondary importance that he was not aware of any reason why an agreement between the two parties should not yet be effected. Everything rested with Mr. Gladstone, and the longer the delay in bringing about the settlement the wider the separation would prove. Mr. Chamberlain expressed a hope that the Government would introduce a bill for the final settlement of the Irish land question at the same time that the Irish Crimes Bill was brought forward.

At a meeting of members of the House of Lords and Commons, a committee was appointed to inquire into various schemes for colonial immigration, and to report which was most suitable.

The Queen will leave for Cannes on the 29th instant.

A serious explosion took place to-day at Belfort during a series of experiments with the new explosive melinite. Six of the soldiers engaged in making the experiments were killed and eleven wounded. March 18. Another slight shock of earthquake was experienced at Cannes to-day.

It is announced that the recently acquired teixitory in Burmah is to be formed iuto a province of British India and placed under the control of the Lieut.* Governor and Council.

MELBOURNE, March 12.

The Adelaide Board of Health has proposed to the board here that a conference be called to consider the question of establishing a federal quarantine system. It has been decided to ascertain the views of the other colonies on the subject.

On the arrival of the steamer South Australian from Adelaide to-day, eight typhoid patients were removed from the vessel to the hospital. They were all seamen belon"ir» to the steamer. Since the Ist of January, 800 cases of typhoid fever have been reported in Victoria, IGO of which proved fatal.
