THE FINANCE of RUSSIA.

Instead of improving, the financial condition of Russia is going from bad to worse. According to the official statement, the receipts of the Treasury during the first . five months of the current year amounted to £25,891,000, or about £2,049,000 less than in the corresponding period of 1885.. While, on the other 'hand, the expenditure, which" amounted to, £30,753,000, shows an increase of £1,967,000. It will itbt, do, of .course, to.compare the income of the five months with | the expenditure, because the receipt's and the disbursements fluctuate from monfh to' month, and no trustworthy balanpe can be strupk until the end pf the year. It is sufficiently evident, ; however, , that in this, as in the immediately, previous year, while, the: revenue is shrinking the expenditure increasing^ and the country is becom- ; ing more unable than ever to pay its! way, except* 5 by means of continual, borrowing^Economist/ ;
