DEBATE ON MR. PARNELL'S IRISH LAND BILL.

[eeuteb] ! LONDON, September 21. The debate on the motion for the second reading of Mr. Parnell's Irish l Land Bill was commenced in the House of Commons to-day. Mr. Gladstone spoke, and expressed concurrence in the necessity of temporary relief being afforded to the Irish tenants. He stated that he would vote for the second read1 ing. Mr. Matthews, Home Secretary, in 1 a forcible speech, demanded the rejection ' of the bill. It is expected that a division will take place to-night.
