There is,; however, one other means of celebrating' Victory avail ssle to the people of New Zealand to-day in which success or failure rests entirely with the people themselves. We refer to the Victory Loan. In this connection the Government and various local authorities have done all that they can reasonably be expected to do .—the rest is up to the citizens.

That Victory must be paid for is obvious. The Government, on our behalf, must foot the bill. If the necessary >money cannot 'be raised one way it must be raised another way. If the citizens will not lend it—to get it back later "with interest —then it must be raised by taxation —which never comes back.

Viewed solely from the point of view of self-interest, it is better business to lend a pound than lose a pound, and for this reason the Victory Loan should have a particular appeal to the small investor And wage earner. It will be remembered that in announcing Victory in Europe, Mr. Churchill, while not forgetting the work of the armed forces leaders, reserved his greatest tribute for "The People." "This victory," he said "is your [victory.'' Similarly to the people of New Zealand it can be said, "This Victory Loan is your Loan."
