BLACKOUT TRIAL

PUBLIC NOTICE 1. Pursuant to the Lighting Restrictions Emergency Regulations, 1941, the Lighting Restrictions Emergency Regulations, 1941, Amendment No. 1, and by virtue of the authority of the Dominion Lighting Controller delegated to us pursuant to the said regulations, We, the undersigned, do hereby give Public Notice and Order that a blackout trial of all lights other than those specifically exempted by the Regula tions throughout the areas oi Lower Hutt City, will be held between 9.6 o'clock and 9.35 o'clock p.m. on Sunday, the 9th day of No vember, 1941, and during that period and for the purposes of tintrial the conditions of a "period oi emergency" will apply. 2. We hereby give further Public Notice that sound signals will be given on various devices to indicate the beginning and ending of the emergency period as follows: — (a) The "Alarm" at 9,5 p.m., a succession of blasts of tei. seconds duration each, iol lowed by a lull of five s6c onds, th 6 total period of the signal lasting two mihutes. (b) The "All Clear" at 9.35 p.m., a continuous blast of two minutes' duration bfl sir<3hs, whistles or ringing of bells. 3. During the period- of the, blackout trial It shall not be lawful — (a) For any light to be displayed inside any roofed building, closed vehicle, or other covered enclosure in such circumstances that any illumination therefrom is visible from outside the building, vehicle or enclosure.

(b) For any light to be displayed otherwise than in a roofed building, closed vehicle 01 other covered enclosure: Provided that light may be displayed from any -externa, lamp with which any vehiclt is lawfully equipped so lonj, as the fQllowing conditions are complied with, namely: (i) That the power of the lamp does not exceed 7 watts; (ii) That the aperture through which the light is emitted is* partly obscured by covering the whole of the aperature with paper or some other uncoloured material having a density equal to that of two sheets or . newspaper, and not wetted, oiled, varnished or treated in any other way so as to increase its transparency, or is partly obscured by any other means so as to produce ap proximately the same effect; and (iii) That no light is displayed at any time whik the vehicle is parked.
