"Serious allegations have been made involving the honour of members of thiß council and the member? ' of the Water Board —and I don't know who beyond that—in' certain statements made by the Mayor of Lower Hutt," said Mr. Hislop. Two letters received from the Lower Hutt City Engineer had led up to the present position and Mr. Andrews's extraordinary outburst. One letter had requested the council to supply detailed information regarding investigations carried out by the council's officers into the general question of artesian supply, and the other had asked for facilities as to emergency supply. The first request, said Mr. Hislop, had no concern with emergency supply, but concerned the ordinary supply for the Hutt Valley from artesian wells. Both requests were referred to the works committee and the Water Board, and it was thought that the proper way of dealing with them was to arrange a meeting between the Water Board, the Valley authorities, and any interested in the whole water problem— not merely in emergency supplies— in the interests of everyone concerned. There was .certainly no feeling of antagonism to the Valley authorities at the meeting of the Water Board, and the city had felt that the emergency facilities might be given, even though that might under some circumstances interfere with services.
