"NOT UNDERSTOOD."

The following letter dated 25th July wbb... received from the Minister of Health by the secretary of the Moera iSa^epayers* League in response to bis complaints of the flooding in the disitriet, and read at a meeting of the Moera Ratepayers' League last Thursday night. The meeting was at a loss \to know what the Minister wished to convey.

"The Borough Council has special by laws which require that the ground underlying every building shall be so .raised and drained th-at no water can lodge thereon, or under any part of such braiding. The building inspector has informed the medical officer of Health that permits are not granted on low-lying sections, unless such, are raised to a proper level, sufficient to enable them, to deal satisfactorily with

storm water. It is pointed, out that occasional flooding,, in certain parts, of .the Moero Settlement are not due to •stormwat€T, but rather to a combination of eirvjumstazteeSj of high, tides, iblooking_the creeks which axe swollen by recent rains. The 'River Board <and Borougih Council are folly cognisant of the difficulties and no dotabt are giving thought to the best methods of overcoming the problems involved, (signed) A. J. Stallworthy."
