TO MEET CHANGING CONDITIONS. (By Telegraph-Press Assn.-Copyright) Received Thursday, .11 p.m. MELBOURNE, Sept. 3. All-night tram services will-shortly be provided by the Melbourne Tramways Board to fill in the existing gap between midnight at 5.30 a.m. The experiment was tried here 13 years ago and proved a failure but the board believes the conditions are now vastly changed. At present all night services are being successfully run on many routes by private buses. Recently the board agreed to run trams on Sunday mornings for the first time in the history ot Melbourne.
