A semi-official Japanese statement declares “We cannot remain inactive as Outer Mongols assisted by the Soviet are busily engaged in warlike preparations and entire frontier clashes are constantly recurring.” General Tioyi, Chinese Governor of Sinynan, is preparing to resist a threatened invasion which it is feared will precipitate a revolt among Inner Mongolian tribesmen.
