The Irish Tnaependent understands that the latest proposals for a settlement of the Anglo-Irish dispute include a Republican form of government for the Free State -and a treaty of association with the British Commonwealth; also a scheme for an . association between the Free State and

Northern Ireland which, it is hoped, will eventually lead to a Federal Association. The creation of a small Free State Navy is also suggested, and’the ships,

probably about ten, would bo purchased from Britain for approximately iin,ooo,ooo after which Britain would wipe out the debt owing by the Free State and would maintain the warships and train Irish crews to a total of 2000 men. ;

The scheme, it is added, envisages the withdrawal of British forces from the Free State, upon which Mr do Valera has always insisted as a. cardinal point of any settlement.
