Small Powers Rally to League
ITALIAN CHALLENGE MUST BE MET SQUARELY Received Wednesday, 9.5 p.m. LONDON, Sept. 11. The Daily Telegraph's Geneva correspondent says the smaller Powers are rallying strongly to the view that the Italian challenge must be met squarely. The Scandinavian countries have indicated that they Avill withdraw from the League if the big Powers are not prepared to make the Covenant operative. Some South Africans are also taking a strong line.
Ethiopia's Right to Speak GENEVA, Sept. 10. Italy's unchanging attitude to proposals made in the course of the League negotiations coincides with Ethiopia's fresh protest to the League reporting menacing movements by Italian troops. Those desiring to avoid further scenes are endeavouring to persuade the Abyssinians to forgo their intention of speaking to-morrow, but in the Assembly Ethiopia is equal among the nations and there is nothing to prevent Professor Jezc or Mr Hawariat appealing to the larger audience. This would certainly result in the Italians walking out. *"~~ Politely Declined ITALY WANTS LEGATION GUARD IN ADDIS ABABA Received Wednesday, 10.30 p.m. LONDON, Sept. 11. The Daily Telegraph's Addis Ababa correspondent says the Foreign Office refused permission to the Italian Legation to bring in 200 native troops as la guard. A leading member complains of the unfairness of this after Abyssinia had granted similar permission to the British. Count Vinci protested against the detention of Italian protected subjects attached to northern consulates when the latter were evacuated.

Senor Madariaga sounded Baron Aloisi as to whether the reshaping ot ; the Paris proposals, which seem to be the utmost the League is prepared to concede, might serve as a fresh basis of conciliation, but Baron Aloisi's answer was as abrupt as Signor Mussolini's was to the original suggestions. While the Conciliation Sub-commit-tee is still sitting, there seems to be nothing left for the principal Committee to do but to present its views to the Council without further consultation with Italy. The League has not urged Ethiopia to make anything more than economic concessions to Italy. It has never countenanced political or military control by one Power, 'although international management may yet be considered. Italian Warships Enter Greek Ports PROTEST MADE BY GOVERNMENT Received Wednesday, 10.30 p.m. ATHENS, Sept. 11. The Greek Government has protested to Italy regarding Italian cruisers and two destroyers which made an unauthorised entrance into Greek ports.
