A White Paper gives details of a scheme for the 'subsidising of two million tons of tramp shipping in * 1936'; also the modifications of the July sclieme for scrapping, re-building and modernising cargo vessels, estimated to cost £0.0,000,000. It requires owners to scrap two tons for every new ton- fouilt and one ton, for every one lon modernised.
