MAIN HIGHWAYS ESTIMATES.
CONSTRUCTION WORK AND REVENUE.
Details of the Main Highway annual estimates for 1934-35, covering 'both construction and revenue funds was received by the Horowhenua County Council at their meeting on Saturday. In an accompanying letter it was stated that in all cases of maintenance scaling, it would 'be necessary for proposals to be submitted for prior approval, and the Highways Board desired that every endeavour be made to have these forwarded as urgently as possible, so that any undue delay in starting a work would ibe obviated. Apart from other works, there were about 180 new bridge items on the current estimates, and unless a vigorous policy was adopted >by all local authorities in connection with the submission of proposals -there was -bound to be an unavoidable hold up in the execution of the various works. Arrangements should be made immediately 'by local authorities, to liave their proportion of the cost available in the case of items which had been issued on a •'free grant" basis and unless the Board had agreed to some other arrangement, local authorities would <be required to -pay over their share of the estimated cost of a work prior to its commencement, or the acceptance of tenders. An adjustment could then be made when the final cost was ascertained. When maintenance was carried out Iby the Board on 'behalf of local authorities, recoveries would be made quarterly. It would 'be noticed that in some instances items were shown on a subsidy 'basis with a contribution from the Unemployment Board. For those items which represent bridges intended to be built under the Unemployment Board's scheme .No. 10, arrangements would 'be made by the Highways Board to obtain approval, and attention is drawn to Main Highways circular 0/4/193, dated 15th June last. In all other cases where a local authority desires to receive financial assistance from iboth .the Main Highways Board and the Unemployment Board, it would be necessary for it to obtain the special iprior approval of both the Boards and the Minister of .Finance. This held good notwithstanding the fact that provision may have been made in the annual estimates of the Highways Board.
