LONDON, June 5. The Times Berlin correspondent says that, in denouncing social insurance, Herr von Papen’s manifesto declares that previous governments sought -o make the State a charitable institution, and Aveakcned the moral forces of the nation. The constantly growing unemployment, despite the will to work, was gnawing at the very marrow ol the people. A halt must be called in the last hour to this moral disintegration and also to the unhappy class warfare, which, like corroding poison, threatens to destroy the nation’s highest principles. An emergency decree allows the Brown Army to re-form and to wear uniform. All restrictions on the Press are also removed. HINDENBURG TO CARRY ON. STATEMENT BY THE DIRECTORATE.
