The powers of martial law under a civil proclamation are in effect in Germany to-night, and the peace-time rights inherent in democracy are swept aside. Chancellor Heinrich Bruening, charged to form a new Government following the resignation of his Cabinet today, will have as his first task the putting through the Reichstag on October J.3th of . the most drastic emergency decrees ever promulgated by a nation not at war. Germany, torn between "Communism and Fascism, has adopted the best! pi* worst features of both. • President. Hindenlburg, in 30 foolscap pages, announces emergency de«rees which provide:— • 1. New budgetary reforms. 2. Government intervention in private business and regulation of capital and labour. 3. The abrogation of time-honoured and tried personal guarantees, the :f oundation of democracy.
