COURSE OF EVENTS VIEWED WITH ALARM IS IT CASE FOR LEAGUE? • Received Tuesday, 7 p.m. British Official Wireless. KTJGBY, Dec. 2. A memorandum which has been communicated to the National Government cf China and the Government of the Union of Soviet Kepublics by his Majesty's Government has been issued for publication and is in the following cerms: —"His Majesty's Government has observed with apprehension and concern the course of events between China and the Soviet Union with referonce to the situation in Northern Manchuria since July. The United States Government took steps in July, through conversations in Washington to see that the attention of the Chinese and Soviet Governments was called to the. provisions of the treaty for the renunciation of war to which both China and the Soviet were signatories. His Majesty's Government associated itself with that step. Both the Soviet and Chinese Governments then gave formal and public assurances that neither would resort to war unless attacked. The treaty has now been ratified by no fewer than 55 powers, .including China and the Soviet. "His Majesty's Government associates itself with the action which the United States Government is now taking to call attention to the provisions of the treaty, particularly -to xVrticle Two, by which they agreed that the solution of all disputes which might arise among them should never be sought except by pacific means, and to express the earnest hope that-China and the Soviet will refrain or desist from measures of hostility and will find it possible in the near future *.o come to agreement between themselves." The action taken by the British Government was announced in the House of Commons to-day by the Foreign Secretary, Mr. A. Henderson, to whom several questions bearing upon the Chinese situation were addressed. I The Chinese Minister of Foreign Affairs had informed his Majesty's Minister that now that Chinese territory had been occupied, he feels the matter must go to the League of Nations. In reply to a question whether the Chinese Government, had made an appeal to the Loafue of Nations, he said: "To the best of my belief, the Chinese Government has taken no definite steps to bring tho dispute before the League but on November 28, the Chinese Minister informed me that his Government, contemplated such an appeal and asked my views. I pointed out the difficulty that arose, owing to the Soviet Union not being a member of the League. Twelve bombs were dropped by Soviet, aeroplanes on Pokotin station. These attacks were continued on November 29. "In reports on military operations in Manchuria which I have received, mention is made of heavy losses but I have not the figures of the casualties on either side, nor have I any confirmation of press reports of the massacre of Chinese miners at Chalainor."

Stimson has announced that the United States has appealed to Russia and China in the name of the general pact for the renunciation of war, to avoid warlike measures ia Manchuria and to adjust their dispute by pacific means. The-appeal referred especially, to Article Two of the Kelloirg treaty, which recalled the nations' earlier assurances that they would not resort to war unless attacked and expressed the United States' "earnest hope" that they would refrain from hostile measures. In conclusion, the United States reminded the nations that the respect, with which they wcro held in the world would depend upon the manner in which they carried out their "sacred promise*."
