AS N.S.W. PREMIER SEES IT Received Wednesday 8.5 p.m. VANCOUVER, July 23. "The British Empire represents an effort to unite for a common purpose races which are scattered all over the world whose people are of different creed, colour and traditions," Premier Bavin of New South Wales said when addressing the Canadian Club on Tuesday evening. "It is an effort to combine two apparently contradictory ideas —Hie idea of perfect individual liberty united to a single purpose for the good of the Empire unci the world. "We who compose the nations of the Empire can live a fuller and more effective life as members of the Empire than wc could if out of it. The problem common to the nations of the Empire is the necessity for a more efficient defence system with a more equitable division of the cost." ,
The formulation of a real and effective Empire policy was one of the great needs, and to promote the formulation of such a policy, Mr Bavin suggested more frequent and effective consultations among representatives of the different parts of the Empire.
