(Received This Day. 8.55 a.m.) SHANGHAI, July 24. _ It is reliably reported that the Chinese Minister in Berlin has been notified by the Soviet Ambassador that the Soviet, whilst not welcoming the effort by the signatory powers to the Kellogg Pact for mediation between Russia and China, nevertheless is ready to enter into direct negotiations with the Nationalists for an amicable settlement of the situation. In the meantime the strained atmosphere at Manchuli, on the Manchurian border, is diminishing.
