In the midst of world-wide talk of the furtherance of peace, to-day a peculiar state of affairs existed in Kobe, Osaka and Kyoto. Under the Government’s first experiment at the mobilisation of industry ■hundreds of factories in these cities are producing requirements for modern scientific warfare. The Director of Mobilisation broadcasted a speech on the subject of general mobilisation.
