RUSSIANS MOBILISING IN MANCHURA.
MUKDEN WAR LORD APPEALS FOR AID OUTPOSTS ACROSS FRONTIER. Received Friday, 7 p.m. LONDON, dime 14. The Daily Express correspondent at Pekin states that Russia has launched her first war move against China, following upon Chinese agression in Manchuria, where the ownership of the Eastern railway is disputed. Soviet troops have crossed the Siberian frontier and have established outposts at Khailar. Troop trains are bringing reinforcements to the frontier. Chang-hsio-Liang, successor to Chang-tso-Lin, has urgently appealed to Nanking for protection.
