MOSCOW SAYS WHOLE 7 COUNTRY IS RESTIVE NOTORIOUS PIREBRAND Received Thursday 11.30 p.m. KOVNO, Jan. 30. Professor Valdcmares, the Lithuanian Dictator, notorious in League of Nations circles for his long, bellicose speeches and his reputation of speaking 16 languages, has discovered a plot to overthrow the government. Eighteen of the highest officers of the Kovno garrison have been arrested, including the Chief of the General Staff, General Plochavitchuis.
According to Warsaw despatches, almost the whole of Lithuania is restive and open mutiny is expected.
