Report's-via Riga state that owing to the failure f the crops in Ukraine, Which is Russia's granary, affecting 3,000,000 peasants, the Soviet is ing'from 350,000 to 300,000 people, and allocating money for cattle fodder, seed and grain. Two hundred thousand tons of seed and grain were purchased m America and distributed but much hall been oaten by the starving people. In .'the meantime, there is a plentiful harvest in Siberia but the railway is inadequate to transport it westward and ;much is damaged or stolen n .route.
