SCHEME OF JUSTICE AND • GENEROSITY (Received Monday, 8.55 p.m.) NEW YORK, Dec. 19. Forty-two members of the Faculty of Political Science of the Columbia University, have signed a statement proposing an international debt and reparations conference, to royise debt settlement on a basis of justice and generosity icr the sake of world peace and prosperity. The statement says that sooner or later the United States must take into consideration the point of view of the debtor nations, that the loans were not ordinary business transactions, hut contributions to a common cause against a common enemy. The existing settlements are criticisd as producing dissatisfaction, distrust, and misunderstanding in European nations, to such an extent that lire progress toward world peace made since Locarno might be lost. Washington reports that President Coolidge and the Treasury Department are not in favour of such a conference. ,
