HOROWHENUA COUNTY COUNCIL

THE ORDINARY MONTHLY MEETING.

Horowhenua County Council met., in Levin on Saturday, Councillor G. A. Monk in the cliaiir. There also were present: Councillors- G-.. X. Stephenson, iF. J. Ryder, F. W. Venn, H. Freeman, S. A. Broadbelfc. A. Murray John Kebbell. Discussion took place concerning the letters from Messrs Fell and Putman regarding Mi's M. Webb's claim for compensation on account of land to be taken for widening of a road ait Koputaroa. The oil airmail commented that Mrs Webb's claim was altogether at variance with what tlie council was prepared to pay, and he thought the beslt way would be to take steps to , acqire the land by the statutory process. As an alternative he would I suggest that the county engineer and the members for tllie riding go into ' the matter and ma!ke an offer t'o 1 the tfirm of solicitors. i! The chairman of the council with the officers for Toikomaru iridiing 1 were appointed to deal with all masters pertaining to adjustment of accounts between Hofowlionu-a County Council and tlie new Shannon Borough.

H'okianga County Council ; wrote asking the council to support a pro-

posal to liaive liens for unpaid rates

registered in the Native Land Court in all cases wherein Native lands have not been brought under the operations of the Land Transfer Act..—lt was decided to support the Hokiaonga County Council in this matter.

An application for refund of rates paid twice (in error, but not under protest) was received from Messrs. Martin and Martin, solictors, on behalf of Captain Hursthouse. • Tlie application was held over for one month to enable further negotiations to be conducted. Although the rates were paid twice on behalf of Captain I-lurst-housel the landowner really responsible for the- rates (Mr. Griffiths) was not called upon to pay rates on some coii/tiguous land which was liable to be rated. This occurred through a.

faulty description on the Valuation Roll prepared by tlie ■Government! Valuation Department. The two payments represented only tlh© moneys actually due to the council as -rafes.

Mr Jotieph Liiiggins's application for a grant-in-aid of road construction at Tokomaru was held over for a month to give time for the county engineer toi inspect the road and report as to the manner in whidli tlie work had been carried out. Mr Thomas Hoirrobin of Oliau, wrote asking that repairs be made to the road near Pnpaifconga Lake. Or. Kebbell said that a few loads of metal on the road were urgenty needed. Iflite County Engineer was instructed to have tlie matter attended' to. Regarding hospital (severance, it was proposed by Councillor Kebbell and seconded by Councilor Murray "That this council assures the "Wellington Hospital and Charitable Aid Bofcird that once severance of the Horowhenua District is legalised by act of Parliament no further liability of any kind will rest upon the .Wellington Board in respect of the Otaki hospital and sanatorium, and so for as this council has power it is prepared to relieve tlhe hoard l of any, future liability with regard to tihe same."

The county chairman reported that the price of an Austin road roller now had been raised to £1400. Ho was not prepared to recommend the council to pay tfhiat greatly increased price. As an alternative course, ho recommended the council to negotiate further for acquiring the second-hand steam roller now on offer by the Eltham County Council.

| Councillor Oatley doubted tflrc wisj ( l° rn of the council purchasing a, roller at the pra-emt time, when the world was disorganized by a great w!ar. Though at present New Zealand was gtetitriing great financial b'eineffitf 'from tlhie war, her expenditures on it would mi crease and increase, undl hard times wouild comb. Theyi had gone for years without a roller and they could go for a few'years imore. Tlio county lehairmlan contended tllilat! the road roller wais greaty nefeded and to buy it would lead to a saving of money; not a lofes. After Counoillars Murray, 'Ryder, K-obboll and (Stephenson had spoken in support of the proposal to purchase the road roller, (jounciillor Kebibell (proposodj and Ooimtjfllor liyder '.seconded a motion "'Jlint the county; chairman 'be empowered to purchase the Eltham County Council s roller on the best terms possible." This was agreed to. The qhiairman intimated that he would stipulate that the (Eltham Council s man be went down with the roller to take charge for two weeks at the 'Horowhenua County Council's expense.
