Big Expenditure Authorised (Received 8, 11.30 a.m.) PARIS, Sept. 7. Cabinet met to decide on France’s reply to the German conscription decree. It authorised ' expenditure of £1,330,000 for new naval artillery and improvements to important bases. A further £56,000,000 will be spent in 1937 in improving the army, navy and air force. “The Times’ ” Paris correspondent says:‘“While approving of the rearmament programme providing for an expenditure of £186,000,000 in the next four years, Cabinet decided that every possible effort be made to achieve an international convention for the limitation of arms. M. Delbos will continue the discussions with the principal Powers. If the object is achieved and limitation set at a sufficient]}’ low level, France will presumably modify her new programme.
