BUILDING BY-LAWS

« Napier Cuoncii Defers Adoption DIRECTION AWAITED The desirability of the Napier Borough Council’s adopting model building by-laws as formulated by the New Zealand Standards institute was discussed at the council meeting last night. Councillors expressed the opinion that it would be inadvisable for the council to adopt the by-laws immediately, and it was decided to refer the suggestion to the No. 1 committee for a report. It was also felt that some direction on the matter would shortly bo forthcoming from the New Zealand Municipal Association. “These are the by-laws drawn up by a Government committee in 1931, and this is the set put forward by it. They are being adopted in other places,” said the Mr W. D. Corbett. “The T. and G. Building was planned on those lines.” Cr. M. S .Spence: Do they meet the requirements of Napier? Mr Corbett: Yes.

The Mayor, Mr C. O. Morse: I expect some recommendation in this matter from the Municipal Association. They will be recommending the bylaws, which were approved at the last executive meeting of the association. We have been working on practically the same here, and possibly we are the only place in New Zealand that has been.

Cr. Spence: I move the adoption of the by-laws. Cr. A. E. Bedford: I second that.

Cr. E. Williams-, Should we tie ourselves up to any recommendations now?

Mr Morse: They are the standard by-laws of New Zealand, but I don’t know that we should adopt them straight away or until we get the association’s recommendations. Or. Williams: 1 don’t think we should jump into the thing and accept them.

Mr Morse then suggested that the by-laws be referred to the No. 1 committee for a report,, and Crs. Spence and Bedford altered their motion accordingly. The motion was carried. The discussion arose from a communication from the Hawke’s BayGisborne branch of the New Zealand Institute of Architects.
