Proposal for Manchukuo REPRESENTATIONS MADE Breach of Nine-Power Treaty (British Official Wireless.) (Received 27, 12.30 p.m.) RUGBY, Oct. 26. Representations to the Japanese Government with regard to the proposal to establish a trade monoply largely financed by Japanese capital, in Maneliukuo, have been made by tho British Ambassador at Tokio. The British Consul has made representations on the same subject to the Manchurian Foreign Office. It is understood that United States representatives have taken similar action. According to newspaper reports, foreign interests affected regard the proposals as not in accord with Article 111. of the Nine-Power Treaty. By Article 111. the Powers agree— ( ‘‘Nut to seek or support any arrangement which might establish in their favour any general superiority of rights with regal'd to commercial or economic development in any designated region of China.”

And, secondly, ‘‘any such monopoly as would deprive any other Power of the right of undertaking any trade or industry in China or of participation with the Chinese Government, or with any local authority in any public enterprises, or which is calculated to frustrate practical application of the principle of equal opportunity.”
