GENEVA, Sept. 1« M. Litvinoff, in a letter regarding the acceptance of Russia to tho League of Nations, says. “The Soviet ia especially glad to enter the League at a time when consideration ia being given to an amendment to the Covenant in order to harmonise the BnandKellogg Pact to banish warfare.” He adds: "The Soviet is of tho opinion that the submission of disputes by arbitration or judicial settlement under articles 12 and 13 of the Covenant ■'!* J’rl t■ <1 /Ve’.f arising before entry to the League,
