NEW SUBMARINE BASE Calais to be Re-equipped FEAR OF GERMAN SHIPS (By Telegraph—Press Assn.—Copyright.) (Received 4, 1.45 p.m.) PARIS, April 3. A surprising Government decision has resulted in the re-equipment of Calais as a submarine base, the first after the war. The idea is to make the passage of a hostile fleet from the North Sea to the Atlantic extremely hazardous. So Dunkirk, Calais, and Boulogne will be used as sally ports for submarines, aircraft, and torpedoes. France particularly fears German pocket battleship cruisers breaking through to the Mediterranean.
