NEW YORK, April 1.

Mr Nicholas Murray Butler, president, in the Carnegie Endowment international peace report, vigorously condemned the armament movements of the world, and particularly those of the United States. He said:—

“Congress is engaged again in creating a new and false impression of American public opinion. It is for the public opinion of the United States to make it plain, and promptly, that it will not uphold a proposal to appropriate hundreds of millions of dollars for naval construction and armament. This is a colossal waste of public funds at a time when every family in the land is striving to struggle to its feet and every Governmental unit is plunged iu a sea of debt. It is nothing short of criminal waste of the money of the already overburdened taxpayer. Such, however is the power of the naval armament lobbies at Washington."
