ENGLISH BOROUGHS
ELECTIONS TO-MORROW. ECONOMY THE MAIN ISSUE. British Official Wireless Service. Rugby, Oct. 28. The campaign in connection with the municipal elections on Tuesday to fill vacancies on the borough councils of nearly 300 cities and towns in England outside the London County Council area is actively proceeding. Last year Labour and Socialist candidates suffered a net loss of 200 seats In about 80 of the larger boroughs in view of their opposition to a reduction of local expenditure. This question is a dominant issue in the present elections. Local rates have been steadily reduced in the last five years and the decrease since 1928 exceeds seven per cent. The average rates have fallen in that period from 12s 10}d to Ils l|d. The amount collected from the whole body of ratepayers in England and Wales in the last financial year was £14,000,000.
