UNIMPROVED RATING

WEDNESDAY’S POLL. GUIDE FOR VOTERS. A proposal that henceforth the system of rating property on the basis of the unimproved value thereof be adopted in the Hawke’s Bay County, will come before the ratepayers within the Hawke’s Bay County on Wednesday, November 2, 1932. For the guidance of voters the following is given:— 1. A voter can have 1,2 or 3 votes according to the number set Opposite to his name on the roll. 2. The rolls of the eleven ridings together make the roll required for the poll. A person’s name may be on two or more riding rolls —but he can only vote on one riding qualification —naturally he will choose the riding in which he has the most votes. 3. The proposal shall not be deemed to be carried unless affirmed by a majority of the valid votes recorded. 4. Where any person making application for a voting paper is informed by the returning officer that his name is not on the roll such person may vote on making a declaration that he was entitled to have his name on the roll and that he had reasonable cause to believe that his name was on the roll.

5. Any corporate body, the name of which is on the roll, may by resolution under seal appoint some person to vote on its behalf. 6. A person on the production of an instrument of appointment may vote on behalf of a flrm, co-part-nership, etc. 7. The votes exercised by a person in accordance with the two above clauses are in addition to those he can exercise in his own right. 8. There are no absentee votes. 9. A voter can exercise his vote at any polling booth in the county. 10. Poll early and avoid a rush near the closing hours. 11. The polling booths are as advertised in this paper and are as follows: — Hawke’s Bay County Council Offices, Browning street, Napier. Whakatu Public Hall. Clive Public Hall. Haumoana Public Hall. Havelock North Town Board Hall. Mr. H. Paynter’s motor-shed, St. George’s road, Hastings. The Protestant Hall, Heretaunga street, Hastings. Stortford Lodge Mission Hall. Fernhill Public Hall. Maraekakaho Public Hall. The Church Hall, Pakowhai. Greenmeadows Public Hall. Post Office Store, Meeanee. Sherenden Public Hall. Westshore Public Hall. King George’s Hall, Bay View. Eskdale Public Hall. Te Pohue Public Hall. The School House, Opapa. Puketapu Public Hall. Rissington Libraray Hall. Puketitiri Public Hall. Arnott’s store, Tangoio. Tutira Public Hall. Putorino Public Hall. Mr. R. R. White’s residence, Kaiwaka. Mr. Van Asch’s woolshed, Tuki Tuki. Mr. T. H. Lowry’s woolshed, Okawa. Waimaramu Public Hall.

Polling Hours: 9 a.m. to 6 p.m. RATE DEFAULTERS. NOT DEBARRED FROM VOTING. In view of the poll to be taken on Wednesday next on the question of unimproved rating, ratepayers in the Hawke’s Bay County are reminded that an amending Act was passed during the Emergency Session this year which temporarily suspends the provisions of the Counties Act of 1920 insofar as disqualifying ratepayers from voting on account of non-payment of rates is concerned. Ratepayers therefore who are in arrears with the payment of any of their .rates becoming due at any time after the 31St. day of March, 1930, are entitled to exercise their voting power on Wednesday, for or against the proposal to adopt the system of rating on unimproved values. In other words, as far as their right to eote is concerned, it continues to exist whether their rate fulling due since that date have been paid or still remain unpaid.
