FEARS OF FLOODS RIVERS RISING RAPIDLY. APPREHENSION IN N.SLW. (United Press Association—By CableCopyright.) (Received 1, 10.30 a.m.) Sydney, Sept. 1. Pears of floods in the Murray and Murrumbidgee rivers have been increased as a result of further heavy rain in the upper tributaries. The Murray is in heavy flood and the overflow of the Hume weir is expected hourly. The Murrumbidgee river fiats are inundated, a portion of the Batfow railway line has been washed away and the Hillas Creek bridge has been destroyed. A cyclonic gale caused severe damage to the towns of Trangie and Merriwa. TEST CASE AGAINST PUBLISHER. (Received 1, 9.15 a.m.) Canberra, Sept. 1. By the issue of a summons against a Sydney puuusher a prosecution has been launched which, it is believed, will represent a test case in regard to the provisions of the Federal Crimes Act. Francis Devanny, alleged to be the publisher of the “Workers’ Weekly,” is charged with having published an appeal for contributions to the funds of the Communist Party, which is described as “an unlawful association within the meaning of the Crimes Act.”
AN IMPORTANT APPOINTMENT. (Received 1, 10.30 a.m.) Canberra, Sept. 1. The Attorney-General, the Hon. J. G, Latham, announced in the House of Representatives that the Government had decided to appoint Mr Justice Owen, who recently retired from the New' South Wale’s Supreme Court bench, as a Royal Commissioner to inquire into and make recommendations on the question of performing rights in copyright works. The Federal Cabinet, yielding to representations by the broadcasting authorities, decided to place restrictions on the Australian Performing Rights Association which is reported to be levying heavy charges upon broadcasting and stage entertainments. The Government’s inquiries disclosed that during the twelve months ended June 30 the Performing Rights Association received £30,000 from rhe Australian A stations and about £15,000 from the 11 stations for broadcasting the works, of which the association claims a copyright.
