This •- already envisaged by Herman Martin among proposals to balance the Budge*. It is affirmed that Mr MacDonald is ready to propose a ten or fifteen years armaments holiday. He may urge the Powers formally to reaffirm adherence to the Kellog Pact, as he believes this will create confidence, making possibl.an armaments agreement.
