BURMA CONFERENCE

LEGISLATURE DISCUBSJOJ& POWEBS OF SECOND CHAMBER. British Official Wireless Service, Rugby, Dek R, In committee at the Burma round table conference to-day the Sawbwa of Hsipaw, on behalf of the rulers of the Shan States, advocated their maintenance as a separate entity, and after a discussion it was decided to postpone the decision and proceed for the present on the assumption that the Shan States did not want representatives in the new Legislature. The committee considered the question of a second chamber, In favour ef which opinion was unanimous. The majority were against equal power with the lower chamber in financial matters, but agreed that the upper chamber should be able to check rash legislation. To-morrow the committee will consider the method of election to the second chamber and the qualifications of votes and candidates. In the House of Commons Sir Samuel Hoare stated that the general improvement in the situation in Burma continued.
