THREE NEW NOTE ISSUES. DEPARTMENTAL EXPENSES. Washington, Dec. 6. Mr Mellon has announced that three new issues of Treasury notes and certificates totalling 1300 million dollar will be offered immediately to aid meet ing Government departmental operating expenses. An issue of 600,000,000 dollars in one year notes will be offered at three and a quarter per cent., 300,000,000 dollars in six months certificates at two and three quarter per cent, and 400.000,000 dollars in nine months securities at three per cent.
