DEMOCRAT ELECTED AS SPEAKER. (United Press Association—By CableCopyright.) (Received 8, 9.25 a.m.) Washington, Dec. 7. Mr. John N. Garner, Democrat representative in the House from Texas for the past 28 years, was elected as Speaker at the opening of Congress on Monday by the victory of the Democrats, who have control of the House for the first time in 12 years with 219 seats to 214. Republicans are represented by ono member and Farmer Labour by one. There is a vacancy tn New Hampshire. The Republican nominee, Mr. Snell, of New York, is now expected to become minority leader.
