When you find one headlight getting dimmer than the other, try changing bulbs. If this changes tile side of the weak light, blame the bulb. If it does not, there is probably a bad contact on the weak side. Probably the spring plunger is not pressing firmly against the cap of the bulb. Clean it and free it.
