CHANGES IN CABINET. POLICY TOWARD CHINA UNCHANGED. (United Press Assn—By CableCopyright.) [United Serving] Toklo, May 23. The domestic political situation which resulted in the re-formation of the Tanaka Cabinet, with the installation of the new Home Minister Mr Keisuke Mochizuki, and the new Communications Minister, Mr Fusanosuke Kithara, has temporarily diverted public attention from China. Tile Cabinet changes, however, are not considered essentially important, being largely merely rewards ior party workers and the personal friends of the Premier. The fact that no Foreign Minister has been appointed, and that the Premier is continuing to occupy foreign portfolio. i B criticised in a considerable section of the press, which asserts that the present time is most vital for coreful diplomacy, and broad gauged visualisation of foreign affairs which they declare can not be expected to obtain, owing io the multiplicity of his duties There is no change in the Tanaka Cabinet's China- policy, and with regard to Manchuria it is indicated in to-day’s dispatches that plans for the coordination of the defence of Peking by international forces is being worked out in collaboration with the Peking Legation, and any dissensions will be.eliminated. The Am.eri can forces, however, are remaining independent, and are unwilling to consider any suggestion nf a unified command, Tn the meantime the threatened battle between the Northern . and Southern Chinese forces is developing only slowlv. with scattered clashes over a wide area.
