The Archbishops of Canterbury and York will submit on March 28 the final form of the Prayer Book Measure. Both convocations have compromised on continuous reservation ol the Sacrament but this more strictly defined. A new Rubric respecting fasting and communion is inserted, giving the option of fasting or nontasting according to the participants' conscience. The Rubrics covering prayers for the King, the Black Rubric, and Reservation Rubrics are slightly altered. The new rules safeguard the introduction of the changes sanctioned by the new Prayer Book in order to avoid arbitrary clerical action apart from the Parochial Church Council. Provision is made to celebrate Communion at least on one Sunday a month, according to the 1662 Prayer Book. In order to administer the Sacrament to the sick and dying a bishop may license a priest to reserve the tifecessary bread and wine from open Communion if the license is granted, or if it is refused, the Parochial Council may refer the matter to the Archbishop and Bishops. The bread and wine set apart shall be reserved in au aumbry in the north or south wall of the sanctuary or chapel, not immediately behind or above the holy table. The Bishop of Truro announces that he cannot, vote or transmit tho measure to the Church Assembly since the alterations cut away the ground of hia support. He foresees acute trouble and says the directions regarding communion are revolutionary. It is an insult to the clergy and a snub to the Bishop that the Parochial Council may issue a command.
