THE MANUFACTURED TROUBLE.

LONDON “TIMES’ ” CONFIDENCE

(Received 30. 10.5 a.m.)

London, August 27 “The Times,’’ in a leader, savs the Samoan Commission should be able to ascertain how far the trouble was manufactured by white traders, whose real objections to the Government are not based on its disregard of Samoan rights and customs. People so disciplined in eitquette and skilled in saying what will please us as the Samoans, may often mislead by their politeness, implying that they want something to which they are deeply opposed. Britain mav be thankful that the problem and welfare of the Samoans have been under taken by New Zealand.
